Corporate services

PetroKazakhstan Overseas Services Inc. (PKOSI) manages all units in the PetroKazakhstan group. PKOSI provides management and human resource services.


PetroKazakhstan Overseas Services Inc. was registered as Alberta Inc. on 22 October 1996 under Canadian legislation. In the same year it changed its name to Hurricane Overseas Services Inc, and then to its current name in 2003 due to the renaming of the entire Group.


PKOSI has branches in three towns in Kazakhstan: Astana, Almaty and Kyzylorda.


The Almaty branch was registered on 15 May 1997 to support JSC Hurricane Kumkol Munai’s commercial operations, and after re-registration (18 November 2003) due to the name of the head company, to support PKKR’s commercial operations. When it began operations PKOSI employed a few dozen people, but by the end of 2007 the company was employing up to 200 people. PKOSI incorporates a presidential company office and also the following departments:


– human resources and administration,
– HSE and Security,
– legal,
– finance,
– financial reporting,
– corporate taxes,
– treasury,
– accounting,
– IT, production service planning,
– public and government relations,
– joint ventures,
– internal audit,
– Sarbanes Oxley implementation,
– marketing and transportation,
– supplies and logistics,
– market development and competition,
– marketing and crude oil transportation.


A decision to open a branch of PKOSI in Astana was taken in line with plans to build an office in the Kazakhstan capital. The branch was registered on 6 February 2004, with its main objective to support PKKR and PKOP commercial operations.


The Company’s Kyzylorda branch was registered on 27 May 1997 to support the commercial operations of Hurricane Kumkol Energy. After re-registration on 29 October 2003 the branch has been supporting PKKR’s financial operations.
