Mr. Chen holds a Master's degree in Economics from the Belarusian State Economic University. Mr. Chen was appointed President and Chief Executive Officer of PKI, and President of PetroKazakhstan Kumkol Resources JSC in November 2025. He has over 25 years of experience in the oil and gas industry across various divisions of CNPC, including CNPC-Aktobemunaigas JSC, PetroKazakhstan Kumkol Resources JSC, and CNPC International in Kazakhstan. From 2000 to 2009, he held various positions at CNPC-Aktobemunaigas JSC, including Head of the Representative Office in Astana. From 2009 to 2015, he worked as Vice President for Commercial Affairs and Public Relations at PetroKazakhstan Kumkol Resources JSC, and from 2015 to 2016 as Commercial Director of CNPC International in Kazakhstan. From 2016 to 2022, he was General Director of Asia Steel Pipe Corporation LLP, and from 2022, Deputy General Director of CNPC-Aktobemunaigas JSC.
