Modernization

PetroKazakhstan Oil Products LLP is an oil refinery located in the Turkestan region.  Built in 1985 the refinery is one of the three refineries in Kazakhstan.

PetroKazakhstan Oil Products LLP finished implementing a large-scale Project on Shymkent Refinery Modernization and Revamping pursuant to The State Program for Accelerated Industrial Innovative Development (SPAIID) that determines the development of domestic refineries. This large-scale project was financed in equally by KazMunayGas- RM JSC and CNPC E&D. The loan was provided with the assistance of one of the largest investment operators of the state program – Development Bank of Kazakhstan.The project investment totaled USD 1.8 billion. The Project completion has been one of the milestones in Kazakhstan’s industrial development in 2018.

The Project was commenced in 2011 and was completed at the end of 2018. The main objective of the Project is to upgrade the refinery’s operations to the modern international refining standards. 

The goals of the Project were as follow:

increase the annual capacity of the refinery from 5.25 to 6 million tons, as well as boost light oil products output to meet the demand of Kazakhstan’s domestic market;

increase refinery yield;

improve the quality of motor fuel output of K-4, K-5 ecological classes according to the requirements of the Customs Union Technical Regulations

reduce harmful emissions into the atmosphere.

The Project implementation had been divided into two stages.

Stage 1 – construction of new units and revamping of existing process plants and offsite facilities to ensure the output of motor fuels of K-4, K-5 ecological classes in compliance with the requirements of the Customs Union Technical Regulations.

Projects of the First stage:

1)Diesel Hydrotreatment Unit (DHU) revamping;

Was implemented by Contractor: Subsidiary of CPECC LLP;

2)Sulfur Production Unit construction;

Was implemented by Contractors: CPE, Master Stroy LLP:

Stage  2 – construction of new units and revamping of existing process plants and offsite facilities for recovery of the design refining capacity to 6 million tons per year.

In general, within the framework of the second stage of the modernization project of the Shymkent refinery, the following technological plants were built:

The commissioning of these plants allowed us to increase refinery yield; the production of automotive fuels — gasoline and diesel, which correspond to the quality standards of the environmental classes K4 and K5 — has also significantly increased.
