ENVIRONMENT PROTECTION

Environmental safety at production facilities is one of the priority tasks of the Company. By investing in the efficient environmental management, PetroKazakhstan builds infrastructure facilities that enable to improve the environmental situation at all production sites and adjacent areas.
In order to reduce the impact of production processes on the environment, every year the company allocates significant funds for environmental protection measures, implementation of the resource-saving technologies and processes that meet international standards and legislative requirements of the Republic of Kazakhstan.
PKOP LLP actively participates in social environmental projects. It carries out annual tree and vegetation planting campaigns in the territory of the refinery and sanitary protection zone.
Prevention of major environmental accidents, compliance with the requirements for air emissions, waste water and solid waste treatment, reduction, recycling and reuse of wastes are among the priorities of the company’s environmental protection activities.
In accordance with the Industrial Environmental Control Program, the inspections of the refinery facilities and instrumental measurements of environmental components are carried out at PKOP LLP within the framework of monitoring of compliance with the established standards of maximum permissible emissions and discharges, as well as soil quality in the sanitary-protection zone of the refinery.
Within the frames of the modernization of the waste treatment facilities, an oil sludge processing unit was built and put into operation. Oil sludge processing is provided at the decanter unit with 2 phase separation of oil sludge with return of recovered oil products to the technological process. This activity allows preventing accumulation of oil-products in the sludge collectors of the enterprise, which also improves the environmental situation.

In 2025, the volume of return of treated wastewater and reused industrial effluents amounted to 1381,943 thousand m3, including 493,360 thousand m3 of effluents were returned to the fire fighting system. After the Deep Treatment units – ultra-filtration and reverse osmosis – 888,583 thousand m3 of treated wastewater were used to make-up recycled water supply unit, that made it possible to additionally save an equivalent amount of fresh service water.

The enterprise has implemented an automated monitoring system (AMS equipment from CODEL International Ltd (UK)). The AMS has identified four sources of pollutant emissions:

  • №0001 (LK-6U unit in w/s No. 1);
  • №0101 (isomerization unit-700 in w/s No. 1);
  • №0203 (gasoline hydrotreating unit-1100 in w/s No. 3);
  • №0206 (steam generation unit-3500 in w/s No. 2).

Since February 2025, data has been transmitted for all four AMS units, with online data transmission to National Information Technologies JSC.

PKOP LLP, ranked among the top 50 enterprises that should have received an Integrated Environmental Permit (IEP) by  January 1, 2025, was one of the first to receive Integrated Environmental Permit No. KZ51VRL00039836 dated April 8, 2025.

To achieve the environmental targets, the company developed an Environmental Efficiency Improvement Program, which includes two measures:

1) Implementation of the Merox (mercaptan oxidation) process for purifying fuel gas prior to its introduction into the refinery’s fuel loop. The technology involves  amine  and alkaline purification of fuel gas to remove sulfur compounds (hydrogen sulfide, mercaptans, etc.) and the subsequent delivery of the purified gas (with a hydrogen sulfide content of no more than 0.02 g/m³ and mercaptan sulfur not exceeding 0.036 g/m³) to the refinery’s fuel loop (achieving a sulfur dioxide level of 400 mg/Nm³ by 2030);

2) Modernization of wastewater treatment facilities to improve treatment efficiency (concentration of oil products in wastewater of 0.3 mg/dm³ is to be achieved by 2034).

Advantages of the Integrated Environmental Permit:

  • Long-term validity—the IEP is issued for a term of up to 10 years;

  • Tax exemptions – according to the Tax Code, if an IEP is in place and its conditions are met, a 0 coefficient is applied to the fee for negative environmental impact;

  • Implementation of BAT – contributes to reducing negative environmental impact and improving energy and resource efficiency in production;

  • The investment attractiveness and business reputation of the enterprise as an environmentally responsible user of natural resources are enhanced.
